From paper to project
Cut three six-petal flowers with diameters of 9, 7 and 5 cm.
Curl each petal gently around the pencil without tearing it.
Put the 9 cm layer underneath and glue only the centre circle.
Rotate the 7 cm layer so its petals sit between those beneath.
Add the 5 cm layer, also offset, and press the centre.
Attach a 2 cm centre circle and let the glue dry before fixing the flower in place.
Check it with an example
One A4 sheet can hold several sets, but check your layout before cutting. Keep the curls shallow for a card and increase the relief for a garland.
If it does not turn out as expected
Heavy flowers detach from thin paper. Add a card circle behind them for support. Avoid spreading wet glue over large areas, which can buckle the paper.
